Project Description
The Directorate General of Population and Civil Registration (Ditjen Dukcapil) under the Ministry of Home Affairs is responsible for managing Indonesia’s population data and population and civil registration systems. To facilitate seamless citizen access to digital services across public and private sectors and to improve efficiency, Ditjen Dukcapil intends to upgrade its existing IKD (Digital Population Identity) application and system by introducing additional features and enhanced functionalities.
Ditjen Dukcapil intend to do provision of FR Liveness Detection System to enhance the existing IKD system by integrating a reliable and secure remote onboarding capability using passive facial biometric liveness detection technology and to ensure the integrated solution is user-friendly, unbiased across the diverse user demographics of Indonesia, secure against spoofing and cyber threats, scalable to support high transaction volumes, and aligned with international best practices and standards;
To achieve those IKD functionalities, Ditjen Dukcapil seeks to engage with a facial biometric liveness detection system provider. The firm will be responsible in delivering services of liveness detection system for remote onboarding of IKD.

1. The Directorate General of Population and Civil Registration Ministry of Home Affairs has received financing from the World Bank toward the cost of the ID for Inclusive Service Delivery and Digital Transformation in Indonesia, and intends to apply part of the proceeds toward payments under the contract for Liveness Detection System. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Directorate General of Population and Civil Registration now invites sealed Bids from eligible Bidders for providing Liveness Detection System. The vendor needs to provide 16,092,000 (sixteen million ninety two thousand) liveness credits, with each credit equivalent to one successful passive liveness detection transaction. Success refers to a subject being accepted. Credits shall be perpetual (non-expiring) and may be consumed at any pace. Deployment location will be on secured private cloud infrastructure or virtual private cloud geographically located entirely within Indonesia as offered by the Provider, while the SDK will be given to dukcapil to be embedded in the IKD Application. This contract will last for 12 (twelve) months from the effective date.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80% and for Bid cost: 20%.

6. The bidding document in English language and related documents can be downloaded at https://dukcapil.kemendagri.go.id or https://bit.ly/LivenessDetectionSystem. No payment needed for the bidding documents.
7. Bids must be delivered to the address below on or before 10th March 2026, 12.00 Western Indonesia Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 10th March 2026, 14.00 Western Indonesia Time. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid-Securing Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
