Early Market Engagement (EME) untuk Pengadaan Automated Biometric Identification System (ABIS) Generasi Berikutnya.

Kementerian Dalam Negeri, melalui Direktorat Jenderal Kependudukan dan Pencatatan Sipil (Ditjen Dukcapil), dengan dukungan dari Bank Dunia (Proyek: P175218 – ID for Inclusive Service Delivery and Digital Transformation in Indonesia), sedang menyelenggarakan EME menjelang rencana pengadaan Automated Biometric Identification System (ABIS) generasi berikutnya.

Melaui EME ini, Ditjen Dukcapil bertujuan untuk mencari masukan secara teknis dan pasar dari ABIS OEM dan penyedia solusi biometrik skala besar yang memenuhi kualifikasi, terkait modernisasi ABIS, termasuk deduplikasi multimodal dengan skala besar, identifikasi dan verifikasi biometrik yang berkinerja tinggi, integrasi dengan SIAK, IKD, e-KYC, dan platform nasional lainnya, serta integritas jangka panjang data kependudukan nasional.

Masukan yang terkumpul akan mendukung strategi pengadaan dan implementasi ekosistem identitas digital nasional yang aman, inklusif, skalabel, dan siap menghadapi masa depan untuk mendukung pelayanan terhadap lebih dari 290 juta penduduk.

Early Market Engagement (EME) for the Procurement of a Next-Generation Automated Biometric Identification System (ABIS).

The Ministry of Home Affairs, through Indonesia’s Directorate General of Population and Civil Registration (Ditjen Dukcapil), with support from the World Bank (Project: P175218 – ID for Inclusive Service Delivery and Digital Transformation in Indonesia), is conducting an EME ahead of the planned procurement of a next-generation ABIS.

Through this EME, Ditjen Dukcapil seeks technical and market input from qualified ABIS OEMs and large-scale biometric solution providers on the modernization of Indonesia’s ABIS, including large-scale multimodal deduplication, high-performance biometric identification and verification, integration with SIAK, IKD, e-KYC and other national platforms, and the long-term integrity of national population records.

The insights gathered will inform the procurement and implementation strategy for a secure, inclusive, scalable, and future-ready national digital identity ecosystem serving more than 290 million people.
