MARKET SOUNDING PROCUREMENT OF MOBILE ENROLLMENT, KTP-EL PRINTERS, AND KIA PRINTERS

The Electronic Identity Card (abbreviated as e-KTP or KTP-el) is an identity card that is created and managed electronically, both in terms of its physical form and its usage, which functions in a computerized manner. The e-KTP program was launched by the Ministry of Home Affairs of the Republic of Indonesia and began implementation in 2009.

In order to assist the Department of Population and Civil Registration at the regency/city level, the Central Government intends to procure electronic ID card (e-KTP) printers, Child Identity Card (KIA) printers, as well as mobile electronic ID card enrollment equipment, which consists of an iris scanner, fingerprint scanner, signature pad, camera device, laptop, and protective case. These facilities will be distributed to the regions to enable the expansion of population administration services and ensure their accessibility to all segments of society.

MOBILE ENROLLMENT TECHNICAL SPECIFICATIONS

Details of the Technical Specifications of the Device are as follows:

  1. Attach a valid ISO 27001:2022 Certificate related to the Information Security Management System;
  2. Attach a valid ISO 9001:2015 Certificate related to the Quality Management System for the Information Security Management System;
  3. Attach a statement letter declaring that:
  • - Will provide service center facilities in 5 major cities located across Regencies/Municipalities/Provinces in Indonesia;
  • - Technical and functional test results for the following items will be provided to the Directorate General of Population and Civil Registration (Ditjen Dukcapil) if declared as the winner: fingerprint scanner, iris scanner, signature scanner, and camera device;
  • - A minimum 3 (three) year warranty from the official distributor will be provided for the devices;
  • - The offered devices are in brand-new condition and not previously used, effective from the time the items are declared to have passed the functional test;
  • - Appropriate storage facilities/warehouses will be provided in accordance with requirements, located in South Jakarta/Central Jakarta;
  • - Delivery of the devices to recipient regions will be carried out within a maximum period of 2 (two) months;
  • - The offered devices can be integrated with the latest version of the application for electronic ID (KTP-el) enrollment, electronic ID (KTP-el) printing, and Child Identity Card (KIA) printing at the Directorate General of Population and Civil Registration;
  • - Capable of providing devices in accordance with the detailed specifications of the Electronic ID (KTP-el) Enrollment/Mobile Enrollment Device, KTP-el Printer, and Child Identity Card (KIA) Printer as follows:
