Early Market Engagement (EME) for a Facial Liveness Detection Solution for Indonesia’s Digital ID / IKD
The Ministry of Home Affairs, through the Directorate General of Population and Civil Registration (Ditjen Dukcapil), with support from the World Bank under Project P175218 – ID for Inclusive Service Delivery and Digital Transformation in Indonesia, is conducting an Early Market Engagement (EME) ahead of the planned procurement of a Facial Liveness Detection Solution for Indonesia’s Digital ID / Identitas Kependudukan Digital (IKD) application.
The planned solution will support secure and convenient remote Digital ID / IKD onboarding through facial liveness detection integrated with 1:1 face verification. It is intended to confirm genuine presence and strengthen protection against presentation and injection attacks, including photos, video replays, masks, deepfakes and manipulated media.
Dukcapil invites qualified liveness technology providers, biometric solution providers, anti-spoofing/PAD specialists, OEMs and experienced technology companies to provide technical and market input.
Key areas for market input:
1. Liveness & Anti-Spoofing – Passive, low-friction facial liveness with level 2 PAD assurance - protection against presentation and injection attacks.
2. Accuracy & Demographic Performance – Accuracy, differential performance, and mitigation approaches.
3. Integration & Compatibility – Integration with Dukcapil’s 1:1 face verification and support across mobile devices and operating systems.
4. Scale & Performance – Throughput, response time, availability, and resilience for high-volume national use.
5. Security & Privacy – Cybersecurity, biometric-data protection, encryption, data minimization, and secure integration.
6. Deployment & Lifecycle – Architecture, independent testing/certification, licensing, support, upgrades, and long-term product lifecycle.
The EME will help Dukcapil refine the technical requirements, evaluation criteria, architecture, and procurement approach for a secure, inclusive, scalable, and future-ready liveness capability.
