Pada tahun 2023, Pemerintah Indonesia telah menandatangani Perjanjian Pinjaman dengan Bank Dunia No. 9520-ID untuk melaksanakan proyek ID for Inclusive Service Delivery and Digital Transformation in Indonesia. Proyek ini bertujuan untuk memperkuat sistem administrasi kependudukan dan pencatatan sipil serta meningkatkan pemanfaatan identitas digital guna mendukung layanan publik yang inklusif dan terintegrasi.
Sejalan dengan transformasi digital tersebut, Direktorat Jenderal Kependudukan dan Pencatatan Sipil (Ditjen Dukcapil) perlu memperkuat pilar People dan Organisasi/Kelembagaan melalui pengembangan tata kelola dan strategi Human Capital yang terstruktur, terintegrasi, dan berkelanjutan.
Saat ini, pengelolaan Human Capital Dukcapil masih menghadapi berbagai tantangan, antara lain belum optimalnya perencanaan strategis Human Capital, sistem manajemen kinerja yang belum terbangun secara sistematik dan terintegrasi, pengelolaan karir dan talenta yang belum terstruktur dan terprogram, serta belum tersedianya sistem HCIS (Human Capital Information System) yang terintegrasi secara nasional.
Sebagai tindak lanjut, Ditjen Dukcapil berencana melaksanakan kegiatan penyusunan assessment dan rekomendasi tata kelola serta strategi pengembangan dan pelaksanaan pengelolaan Human Capital, termasuk penyusunan HC Blueprint dan Roadmap guna mendukung transformasi digital organisasi secara menyeluruh.

In 2023, the Government of Indonesia signed Loan Agreement No. 9520-ID with the World Bank for the implementation of the ID for Inclusive Service Delivery and Digital Transformation in Indonesia project. This project aims to strengthen the population administration and civil registration system, as well as to enhance the utilization of digital identity to support inclusive and integrated public services.
In line with this digital transformation, the Directorate General of Population and Civil Registration (DG Dukcapil) needs to strengthen the People and Organization/Institutional pillars through the development of structured, integrated, and sustainable Human Capital governance and strategy.
At present, Human Capital management within DG Dukcapil still faces several challenges, including suboptimal strategic Human Capital planning, the absence of a systematic and integrated performance management system, unstructured and unprogrammed career and talent management, as well as the lack of a nationally integrated Human Capital Information System (HCIS).
As a follow-up, DG Dukcapil plans to undertake activities for the development of assessments and recommendations on governance, as well as strategies for the development and implementation of Human Capital management, including the preparation of a Human Capital Blueprint and Roadmap to support comprehensive organizational digital transformation.
